Any pharmacy, chemist or store selling medicines or cosmetics to consumers must hold a Retail Drug License (Form 20 & 21) under the Drugs & Cosmetics Act, 1940. We handle the full process — pharmacist, premises compliance, documentation and filing — and prepare you for the Drug Inspector's visit, across every state.

A Retail Drug License is the legal authorisation, under the Drugs & Cosmetics Act, 1940, that lets a pharmacy, chemist or store sell medicines directly to consumers. It's issued by the State Drug Control Department — most commonly as Form 20 (drugs other than Schedule C, C(1) and X) together with Form 21 (Schedule C and C(1) drugs).
Cosmetics fall under the same Act, so retailers selling cosmetics must also comply with its labelling and sale provisions. Licensing is handled state by state through the Online National Drugs Licensing System (ONDLS) and, for manufacturing and imports, the central CDSCO portal — moving toward a "One Nation, One Drug Licensing" model.
The Drugs & Cosmetics Act treats unlicensed sale of medicines as a serious offence, not a mere compliance lapse. A valid licence is also increasingly required to list on online marketplaces and to supply hospitals and institutions.
The form you need depends on the categories of medicine you intend to sell. We identify the exact combination for your outlet.
| Form | What it covers |
|---|---|
| Form 20 | Retail sale of drugs other than those in Schedule C, C(1) and X |
| Form 21 | Retail sale of drugs specified in Schedule C and C(1) (e.g. biologicals) |
| Form 20F | Retail sale of Schedule X (narcotic / psychotropic) substances |
| Form 20C | Retail sale of homeopathic medicines |
| Form 19 | The application form filed to obtain a retail (or wholesale) licence |
| Form 20B / 21B | Wholesale licences — for distributors supplying retailers, hospitals and institutions |
Most retail pharmacies are issued Form 20 and Form 21 together. If you also stock specific schedules — narcotics, homeopathy or biologicals — additional forms apply. We map the right set to your business during the consultation.

A valid licence is increasingly required to sell on online pharmacy and e-commerce platforms.
Licensed outlets build confidence among customers, hospitals and healthcare partners.
Compliance shields you from prosecution, fines and the seizure of stock under the Act.
Your drug licence is a living credential. We keep it valid and help you expand into wholesale where needed.
Under the amended rules, a retail drug licence runs perpetually but is subject to a licence-retention fee payable every five years. Miss it and the licence can lapse. We track the cycle and file your renewal / retention on time.
Planning to supply retailers, hospitals or institutions in bulk? You'll need a wholesale licence (Form 20B & 21B). A wholesale licence doesn't require a registered pharmacist, but a competent person and larger premises are needed.
