What is a Retail Drug License

The mandatory licence to sell medicines

A Retail Drug License is the legal authorisation, under the Drugs & Cosmetics Act, 1940, that lets a pharmacy, chemist or store sell medicines directly to consumers. It's issued by the State Drug Control Department — most commonly as Form 20 (drugs other than Schedule C, C(1) and X) together with Form 21 (Schedule C and C(1) drugs).

Cosmetics fall under the same Act, so retailers selling cosmetics must also comply with its labelling and sale provisions. Licensing is handled state by state through the Online National Drugs Licensing System (ONDLS) and, for manufacturing and imports, the central CDSCO portal — moving toward a "One Nation, One Drug Licensing" model.

Why You Must Register

Selling without a licence is a criminal offence

The Drugs & Cosmetics Act treats unlicensed sale of medicines as a serious offence, not a mere compliance lapse. A valid licence is also increasingly required to list on online marketplaces and to supply hospitals and institutions.

  • Under Section 27, selling drugs without a licence can attract imprisonment and a substantial fine
  • A registered pharmacist must be present to dispense medicines at a retail outlet
  • Schedule H / H1 and Schedule X drugs require strict storage, record-keeping and segregation
