Anyone who manufactures, sells, repairs, packs or imports weights, measures or pre-packaged commodities in India must comply with the Legal Metrology Act, 2009. We handle the full registration — dealer and manufacturer licenses, and the LMPC certificate for packers and importers — across every state.

"Metrology" is the science of measurement. The Legal Metrology Act, 2009 governs how weights, measures and measuring instruments are used in trade, and how pre-packaged commodities must be labelled — bringing transparency to commerce and protecting consumers from inaccurate measurement and misleading packs.
The Act is administered by the Department of Consumer Affairs at the centre and by the Controller of Legal Metrology in each state. Depending on your activity, you may need a dealer or manufacturer license from the state Controller, or an LMPC registration as a packer or importer of pre-packaged goods.
Under the Legal Metrology (Packaged Commodities) Rules, 2011, registration of manufacturers, packers and importers is mandatory before conducting business. Importers must apply ahead of their first import, and packers/manufacturers generally within 90 days of starting pre-packaging.
Which one applies depends on your role in the supply chain. We identify the right registration (or combination) for your business.
| Registration / License | Who it's for | Issued by |
|---|---|---|
| Manufacturer License | Anyone manufacturing weights, measures or measuring instruments, or affixing their mark on packaged goods | State Controller of Legal Metrology |
| Dealer License | Dealers who sell or distribute weights and measuring instruments | State Controller of Legal Metrology |
| Repairer License | Those engaged in repairing weights and measuring instruments | State Controller of Legal Metrology |
| LMPC – Packer / Manufacturer | Manufacturers and packers of pre-packaged commodities (Rule 27) | Director / Controller of Legal Metrology |
| LMPC – Importer | Importers of pre-packaged commodities into India (Rule 27, Chapter 6) | Director of Legal Metrology, via State Controller |
| Model Approval | Approval of weight/measure models before manufacture or import | Legal Metrology Department |
A license is not transferable or saleable and must be displayed prominently at the place of business. If packaged goods are sold in more than one state, registration requirements can extend across those states.
