What is an AYUSH License

The licence behind every herbal & Ayurvedic product

AYUSH stands for Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homeopathy — India's recognised traditional systems of medicine. Any business that manufactures, sells, retails, wholesales, exports or introduces new products in these systems must hold an AYUSH license.

The Ministry of AYUSH sets national policy and quality standards, while the State Licensing Authority (SLA) actually grants licenses, inspects units and enforces compliance. Manufacturing of Ayurveda, Siddha and Unani (ASU) drugs is regulated under the Drugs & Cosmetics Act, 1940 and Rules, 1945, and units must follow Good Manufacturing Practices under Schedule T. Many states now use the e-AUSHADHI online portal for licensing.

Why You Must Register

Manufacturing or selling without it is illegal

It is unlawful to manufacture, sell or distribute AYUSH products without a valid license — doing so attracts penalties under the Drugs & Cosmetics Act, and products can be seized. A license is also a mark of trust that opens retail, e-commerce and institutional channels.

  • A manufacturing unit must follow Schedule T GMP — hygienic premises, proper plant and machinery layout, and in-house or approved laboratory facilities
  • Qualified technical staff are mandatory — typically an Ayurvedic/Unani practitioner (BAMS/BUMS) and/or a pharmacist, depending on the system
  • The SLA inspects the premises before grant, and products must comply with labelling and the Drugs & Magic Remedies (Objectionable Advertisements) Act, 1954
  • Products with food/nutraceutical claims may also need FSSAI registration alongside the AYUSH license
Know What You Need

The main AYUSH licenses & forms

Which one applies depends on whether you own a factory, use someone else's, or only sell. We identify the right license (or combination) for your business.

License Who it's for Form / Basis
AYUSH Manufacturing License Businesses with their own unit producing ASU drugs & classical/proprietary products Form 25-D (Rule 154), Schedule T GMP
AYUSH Loan License Brands without a factory, producing through a third-party GMP-accredited unit Form 25-E / 24-E
AYUSH Retail License Pharmacies, stores & sellers retailing Ayurvedic/Unani/Siddha/Homeopathy products As per state drug-control rules
Wholesale / Distribution Distributors and wholesalers supplying AYUSH products in bulk As per state rules
Homeopathy Manufacturing Manufacturers of homeopathic medicines (separate provisions) Homeopathy rules under the D&C Rules, 1945
Export Certificates (GMP / COPP) Manufacturers exporting AYUSH products abroad WHO-GMP & COPP certification

A loan license lets you build a brand without owning a plant — products are made by a GMP-accredited manufacturer and approved by the authority. Classical formulations and proprietary (brand-specific) products can both be covered.

Government / statutory fees are payable separately to the concerned authority and vary by state and license type. A precise written quote is shared after a short consultation.

Grant of a license is at the sole discretion of the relevant State Licensing Authority and is subject to document scrutiny, Schedule T GMP compliance, engagement of qualified technical staff and premises inspection. Timelines are indicative and depend on departmental processing.

FAQ

Frequently asked questions

The questions AYUSH and herbal businesses ask us most often about licensing.

What is an AYUSH license?
It's the license required to manufacture, sell, retail, wholesale or export products under Ayurveda, Siddha, Unani or Homeopathy. National policy is set by the Ministry of AYUSH, while State Licensing Authorities grant the licenses.
What are the main types of AYUSH license?
The key ones are the manufacturing license (Form 25-D) for businesses with their own unit, the loan license (Form 25-E) for brands using a third-party GMP unit, and the retail license for selling AYUSH products. There are separate provisions for Homeopathy.
What is a loan license?
A loan license lets you build and sell a brand without owning a factory — your products are made by a GMP-accredited third-party manufacturer and approved by the authority. It's a popular route for new herbal brands.
What is Schedule T?
Schedule T of the Drugs & Cosmetics Act prescribes Good Manufacturing Practices for Ayurveda, Siddha and Unani drugs — covering hygienic premises, plant and machinery layout, laboratory facilities, process documentation and quality control.
What technical staff do I need?
A manufacturing unit generally needs qualified technical staff — an Ayurvedic/Unani practitioner (BAMS/BUMS) and/or a pharmacist — depending on the system of medicine and your state's requirements.
Who issues the license?
The State Licensing Authority (often the State Drugs Controller / AYUSH department) issues manufacturing and sale licenses, inspects facilities and enforces compliance. The Ministry of AYUSH sets the national standards.
Do I need a separate license for each system?
Generally yes — Ayurveda, Siddha, Unani and Homeopathy are covered by their own provisions and product approvals. We confirm exactly what your product range requires.
Do I need FSSAI as well?
Often yes, if your products carry food or nutraceutical claims (health drinks, supplements, etc.), since those fall under food law. We can arrange the FSSAI registration alongside your AYUSH license.
Can I sell AYUSH products without manufacturing them?
Yes — you can take an AYUSH retail/wholesale license to sell products, or a loan license to own a brand made by a third party, without setting up your own manufacturing unit.
What if I sell without a license?
It is illegal to manufacture, sell or distribute AYUSH products without a valid license. Doing so attracts penalties under the Drugs & Cosmetics Act and the risk of seizure of stock.
